ISLAMABAD: Federal Board of Revenue (FBR), after complete inquiry against Mumtaz Ali Bohio, Deputy Commissioner-IR, Regional Tax Office-III, Karachi, has withheld his two annual increments over misconduct and inefficiency.
As per details, Khawar Saeed Akhtar (IRS/BS-20) was appointed as inquiry officer with the task to scrutinise the conduct of the accused officer on the charges of ‘misconduct’, ‘inefficiency’ and ‘corruption’. The inquiry officer furnished his report with recommendations/findings that the accused officer was found guilty of the above levelled charges, in terms of Rule 3(a)&(b) of the Government Servant (E&D) Rules, 1973. A show cause notice was issued to the accused officer with the directions to show within fourteen 14 days of receipt as to why one or more penalties including major penalty of dismissal from service may not be imposed upon him.
The accused officer furnished reply to the Show Cause Notice and denied the charges levelled against him and sought opportunity of personal hearing, which was afforded by the authorised officer/Member (Admin), FBR on January 15, 2015.
The Authorised Officer, after examining the entire record of the case and defence of the accused officer including his reply to the Show Cause Notice and observations/findings of inquiry report, held him guilty of ‘Inefficiency’ and ‘Misconduct’ and imposed Minor Penalty of “withholding of two annual increments falling on December, 2015 & 2016” under Rule 4(1)(a)(ii) of the Government Servants (Efficiency & Discipline) Rules, 1973.
However, Mumtaz Ali Bohio has a right to appeal to the Appellate Authority as provided under the relevant Rules.
