ISLAMABAD: Abdul Rauf Qureshi, a Customs Inspector, has been given major penalty for inefficiency and misconduct.
Disciplinary proceedings under Government Servants (Efficiency & Discipline) Rules, 1973 were initiated against the officer, presently posted at Model Customs Collectorate, Hyderabad vide charge sheet dated 03.02.2014. Muhammad Nayyer Shafiq, Additional Collector, MCC Preventive, Lahore, was appointed as inquiry officer to conduct inquiry on account of various acts of omission and commission committed by the accused officer as detailed in the charge sheet.
According to the inquiry report, the charges of “inefficiency” and “misconduct” were established against the accused officer. A show-cause notice dated 01.09.2016 was issued to the accused officer and he was also called for personal hearing by the authorised officer on 18.10.2016. After considering the charges framed in the charge sheet, inquiry report and other available record, the accused officer has been found guilty of “inefficiency” & “misconduct” under rules 3(a)&(b) of the Government Servants (Efficiency and Discipline) Rules, 1973.
The Member (Admn) being authority in this case, after having considered all aspects of the case and the recommendations of the authorized officer, imposed the major penalty of “reduction to lower stage in time scale (four stages lower)” upon Abdul Rauf Qureshi under rule 4(1)(b)(i) of the Govt. Servants (Efficiency & Discipline) Rules, 1973.
His performance allowance will be stopped for one year from the date of award of penalty as provided in Para 7(iii) of the Performance Allowance Guidelines, 2015 and he will have to appear afresh for restoration of the same.
