The terms of good or bad governance only apply when the government has the will and power to implement its writ across the board without giving least consideration to political expediencies. However, every government in the country seems to be marred by conflicts and confusions on every subject matter whether it is the economy, security or even the administrative affairs. Pakistan is the sixth largest populated country in the world with vast natural and human resources, but incapacities and incapabilities are hindering its growth and emergence as a modern and liberal democratic country. The world is ready to help Pakistan, but we as a nation are unprepared to fulfill even the basic requirements. The European Union granted Pakistan special incentive arrangements for sustainable development and good governance (GSP Plus status) from January 1, 2014, but the ground situation is that the exports are recording a free fall. The government has nothing to offer other than lip service, putting the scheme in jeopardy despite it is officially operational for another eight years.
In its first assessment report on the impact of GSP Plus scheme, the European Commission has noted with concern the blatant violations of human rights in Pakistan. It has told the government to take concrete steps on the implementation of 27th international conventions relating to human rights, environment and good governance. Though the government itself is not in a situation to claim or defend its record of human rights, the situation in the social sector is even the worst. Apart from extra-judicial killings, forced disappearances and failure of the government to protect minorities and other weak segment of society, the authorities need to comply with international obligations. The government will have to change its basic rules and policies in its internal and external fronts and should have to give priority only to economy. According to the commission, the fight against terrorism has created new challenges of human rights which need to be addressed whereas respecting, protecting and promoting human rights will lead to address the root causes of militancy and extremism.
The current government carried out over 300 executions as it had the lifted the moratorium after coming to power, raising questions on compliance of international conventions. The judicial system is marred by faults and flaws from evidence to prosecution and corruption is rampant. The moratorium was the best option which the previous Pakistan People’s Party government had applied during the whole of its tenure. However, the current government has taken a bold step and has submitted allthe required reports to the monitoring bodies of the UN human rights conventions.
Pakistani exports to the European Union are about $6 billion, consisting of mostly textiles and leather products. The exports can be further enhanced by taking prudent measures.
