KARACHI: The violation of the Board’s letters issued by the Revenue Division, Federal Board of Revenue (FBR) in connection with the transfer is being continued, as the officials from Grade-1 to Grade-16 in the various departments of Pakistan Customs including Customs Valuation Department, Directorate General of Transit Trade and Input Output Co-efficient Organization (IOCO) are working in their respective departments since long without transfer to other departments.
According to details, the Chief (Management-Customs) Sarwat Tahira Habib in the month of June-2014 issued a letter in which it was urged that the Chief Collector of Customs Appraisement-South Karachi will make transfer of (BS-1 to BS-16) officials from Appraisement Collectorates to replace the similar number of officials at the Directorate General of IOCO-Karachi on six month rotation basis in consultation with the Director General-IOCO, Karachi.
Similarly, in the letter, it was also urged that the Chief Collector of Customs (Central) Lahore will make transfer of (BS-1 to BS-16) from the Collectorates to replace similar number of officials at the local Directorate of IOCO on six month rotation policy base, in consultation with the head of IOCO Lahore.
Subsequently, the Chief (Management Customs) recently in the month of January-2015 has issued a letter through Revenue Division, Federal Board of Revenue (FBR) in which the Board has extended the tenure of transfer/posting on rotation basis from six months to a year.
It stated that the Revenue Division, FBR has reconsidered the matter of posting of officials from BS-1 to BS-16 shall be one year instead of six months in the public interest.
The letter further stated that the Chief Collectors of Customs Appraisement- Karachi and Central Lahore were empowered to make transfers to local IOCOs.
Officials from Grade-1 to Grade-16 are being posted in the departments of IOCO, Customs Valuation and Directorate of Transit Trade for last several years and none of the competent authority has paid heed towards the transfer and posting of those officials.
The Chief Collector Appraisement-South is empowered to transfer officials up to Grade-16 of any Collectorate while exercising his power. However; he has not yet exercised his confer powers in transferring the officials working since long in same departments.
Chief Collector Appraisement-South recently transferred and posted some 28 appraisers, principal appraisers and examining officers from one Collectorate to other Collectorate linked with the field formation.
