KARACHI: The Federal Board of Revenue (FBR) has directed all the chief collectors, collectors and director generals to ensure submission of the Performance Evaluation Reports of the customs officials by July 31, 2017.
According to sources, Chief Management Dr Ahmed Shahab has forwarded a letter to all the Chief Collectors of Customs, all Collectors of Customs, all Collectors of (Adjudication and Appeals), and Directors and all Director General Customs, insisting them to send complete Performance Evaluation Reports and declaration of assets of the officers of IRS/PCS and ex-cadre for the fiscal year 2016-17 .
“I am directed to refer to the subject noted above and to say that in terms of the instructions as contained in para 2.34-A of the handbook titled A Guide to Performance Evaluation, the Performance Evaluation Reports (PERs) must be completed in July each year as per the following schedule. Reporting Officer (RO) by July 20 and countersigning officer (CO) by July 3”, according to a letter available with Customs Today.
“It has been observed that despite repeated reminders/instructions issued from time to time PERs for the year 2016 as well as PERs of previous years of various officers have not been received. It is informed that in the absence of up-to-date PERs the performance evaluation of officers due for promotion, mandatory trainings for promotion or posting abroad etc. cannot be properly judged and such cases are thus considerably delayed for want of up-to-date PERs record.
It is requested that all the concerned officers may be directed to furnish their PERs forms to the concerned RO/CO duly completed upto Part-I and II thereof under intimation to the Board. The ROs/Cos may be also requested to initiate/consider PERs and send the same to the Board as per above schedule”, the letter added.
It says in addition to above it is also requested that all officers of IRS/PCS and ex-cadre serving under your administrative control may also be directed to forward the annual declaration of assets form for the year ending on 30.6.2017 along with declaration of assets for the previous years, if any, to the Board (ERM-II Section) positively by 31.7.2017.
In view of above, it is requested that the Performance Evaluation Reports and Declaration of Assets for the year ending on 30.6.2017 may be completed and forwarded to the Board within the prescribed schedule, letter concluded.
