KARACHI: The Collector of Model Customs Collectorate-MCC Appraisement -West Muhammad Saleem has confirmed that a compiled drafted copy of “Customs Clearance Manuel” (CCM) or “Appraisers’ Manual” has been reached at his office for final approval.
This was disclosed by him while talking to Customs Today exclusively at his office.
The Collector-MCC Appraisement West Muhammad Saleem, who is also a committee head working on preparing “Appraisers’ Manual” said that the final recommendations from all three field formation Collectorates i.e. MCC-Appraisement-West, MCC-Appraisement-East and MCC-Port Muhammad Bin Qasim have been received by him in a collectively drafted shape and now final touch is needed to shape up the entire draft of “Appraisers Manual”.
The Collector Muhammad Saleem said that the formulation of Appraisers’ Manual is in final phase; adding that the last Appraisers’ Manual was made up in the year 1962 and during 53 years it has not been up-gradated yet.
“The said initiative was taken by Chief Collector-Appraisement-South Nasir Masroor Ahmed in order to provide basic guidelines to the Customs officials and importers in clearance of the imported consignments”, he added.
Replying to a query, the Collector Muhammad Saleem said that the authorities concerned would hopefully completed the entire exercise in order to give a final touch to the “Appraisers’ Manual” in the first quarters of the next fiscal year i.e.2015-16.
Responding to another query, the Collector MCC-Appraisement-West Muhammad Saleem said that the proposal in connection with implementation of “Appraisers’ Manual” is almost completed but due to fiscal year end, the authorities concerned are determined to achieve revenue targets by the end of fiscal year2014-15.
Elaborating the silent features of the upcoming “Appraisers’ Manual”, Collector MCC-Appraisement-West said that the main objective of introducing the said manual is to provide proper guidance to the Customs officials and importers in clearance procedures adding that the Customs authorities are also keeping the WeBOC modules in front in formulating the “Appraisers’ Manual”.
The Collector MCC Appraisement-West Muhammad Saleem said that the preparation of “Appraisers’ Manual” is certainly a lengthy exercise, but it would be good for the Customs Department as well as for the importers in order to assist them on their tasks/jobs.
Answering to another query, Collector MCC-Appraisement-West Muhammad Saleem said that the “Appraisers’ Manual” would certainly a very productive document, as the Customs authorities are very much determined to facilitate each and every stakeholders by launching such document.
He further apprised that the different countries are already working on Customs Clearance Manual through which they can ease the clearance procedure. However, Pakistan Customs Department after 53 years is decided to work on it.
It is pertinent to mention here that the Chief Collector-Appraisement-South Nasir Masroor Ahmed was taken the initiative in order to formulate “Appraisers’ Manual” in the month of November-2014 and during eight months’ of extensive exercise, the Customs authorities concerned are enable to compile a single draft in this regard.
