KARACHI: The sheer violence of the orders issued by the Federal Board of Revenue (FBR) regarding transfers/postings is being witnessed in Pakistan Customs Department.
According to details, FBR’s Chief Management Dr. Bashirullah Khan through a letter has directed all Chief Commissioners-Inland Revenue, Chief Collectors, Collectors and Director Generals regarding the stay of officers beyond three years, as the Board has decided that the officers (BS-16 to 19), who are working in the same position for the last three years should immediately be transferred from such place of postings.
In the letter, the Chief Management further stated that same exercise may please be conducted in the area of all authorities concerned in their jurisdiction for implementation of this decision under intimation to FBR.
It is further stated that absolute compliance of the above directives has duly been made by the head of the respective Regional Tax Offices, Large Taxpayers Units, Collectorates and Directorates.
Contrary of the issued directives, the officers from Grade BS-16 to 19 in the Directorate General of Post Clearance Audit (PCA), Directorate of Input Output Coefficient Organization (IOCO) and Collectorate of Customs Adjudications I&I are working in the same directorate/Collectorate for more than three years and none of the FBR authorities concerned have taken the notice of this matter.
During the survey conducted by the Customs Today, it was witnessed that most of the officials up to Grade BS-16 are working on deputation in the Directorate of Post Clearance Audit, Collectorate of Customs Adjudications and IOCO for last many years, while those officials are actually the working strength of MCC Appraisement-East, MCC Appraisement-West and Computer Bureau Department.
Sources informed Customs Today that the officials in those aforementioned departments are working more than three years at the same slot with having transfer and posting to any other place which is open evidence that the FBR orders are being violated in real sense.
They further disclosed that the FBR authorities concerned are planning to reduce the time limit of transfer/posting from three years to one year and decision in this regard would be taken soon. However; the officials on deputation are working in the Directorate General of PCA, Collectorate of Customs Adjudications and IOCO without any proper check by the authorities concerned.
