NEW YORK: News that Russia plans to stay with NASA on the International Space Station (ISS) until 2024 and then split off modules for its own station in low Earth orbit can be taken in two ways. Given the dysfunctional state of relations between Russia and most of the rest of the world, including the U.S., it could be considered the end of superpower human-spaceflight cooperation. But until Feb. 24, Roscosmos had planned to unplug from the ISS in 2020.
