KARACHI: The Customs authorities have completed its 80 percent working on framing Customs’ Manuel and working is still continued for the completion of the Manuel, it was learnt here on Wednesday.
The reliable sources confirmed Customs Today that the working on framing Customs Manuel is continued and the entire Manuel in this regard would be completed by February 2015.
The sources further revealed that Chief Collector-Appraisement (South) Nasir Masroor Ahmed has called upon the authorities concerned of MCC-Appraisement (West) in the current week in order to know about the ongoing development in connection with the working on framing Customs Manuel.
They further informed this scribe that the Chief Collector-Appraisement (South) would call for a meeting of the authorities concerned of the Model Customs Collectorate-MCC Port Muhammad Bin Qasim next week for knowing about the progress being made in framing the Customs Manuel.
“The meeting with the authorities concerned of MCC-Appraisement (East) has been summoned by the Chief Collector-Appraisement (East) in his office,” sources added. To a query, the sources informed Customs Today that all the Collectorates are working tirelessly on framing Customs Manuel in order to facilitate the trade and elaborate the Customs affairs. Responding to another query, the sources said that the Customs Manuel would be implemented after the month of February, as the FBR authorities have stressed upon completion of the said Manuel as soon as possible for facilitating the trade.
It is pertinent to mention here that the process of preparing “Customs Clearance Manuel” was continued from the month of November-2014 in which the authorities concerned of all three Collectorates were busy in compiling data for framing an effective Manuel for facilitating the trade.
It may be mentioned here that Chief Collector-Appraisement (South) Nasir Masroor Ahmed in the month of November-2014 had given the task to the Collector, MCC-Appraisement (West) Muhammad Saleem to formulate a “Customs Clearance Manuel” in order to streamline the entire process of clearance and to prepare such type of manuel which can ease and simplify the clearance process from top to bottom.
Subsequently, the Collector MCC-Appraisement (West) Muhammad Saleem had convened the meeting of additional collectors, deputy collectors and assistant collectors in order to setup a guideline in connection with the preparation of “Customs Clearance Manuel” and put their inputs in this regard.
It may be mentioned here that the “Customs Clearance Manuel” will covers each and every aspect of the Customs clearance including examination, warehouse, clearance of imported consignments and other necessary requirements and will eliminate the glitches from the clearance system and will bring overall clearance system into the legal frame of work.
It may also be mentioned here that the foreign countries Customs clearance setup including India, Indonesia and United States are also being studied in connection with the preparation of “Customs Clearance Manual”. It is worth mentioning here that the last “Customs Clearance Manuel” was introduced back in 1989 some 25 years ago.
